You can find the Menu Navigation System under "Menu" in the Pages section. The Menu Display System provides an interface where you can add or remove pages from your navigation.

Note: You cannot manage menu items here if your site uses a custom template with hard-coded menu links. The template must use a menu pound variable instead.
